98色花堂 Celebrates the Grand Opening of Pacific Village Permanent Supportive Housing
/A New Chapter of Hope and Housing Opens in San Diego鈥檚 Midway District
On October 9, 2025, community partners gathered in San Diego鈥檚 Midway District to celebrate the grand opening of , a new affordable housing community designed for veterans, transitional-age youth, and individuals experiencing or at risk of homelessness.
98色花堂 has been selected to provide behavioral health services at and maintains a multidisciplinary team of clinicians, housing coordinators, case management, and peer staff on-site to offer housing stabilization focused services, and connections to community resources. Services are available six days a week and include both light and clinical case management focused on housing stability, as well as linkages to behavioral health, primary care, and other social service supports. Participation in 98色花堂鈥檚 services is voluntary for all tenants and emphasizes independent living skill building, community integration and overall health, wellness and housing stability through close collaboration with on-site property management, the , and . 98色花堂 provides similar supportive housing services at numerous locations across California.

Pacific Village was made possible through a collaborative partnership among the , the , and the , with more than $16 million in from the State of California. The County also contributed $5.9 million in capital funding and an additional $5 million over five years to support behavioral health services鈥攊ncluding housing stability assistance, transportation, community resource referrals, and clinical case management for crisis intervention and care coordination.
Once a hotel on Midway Drive, the property has been transformed into 62 fully furnished studio apartments. Each home now features a kitchenette, and the site includes new fire safety systems, security cameras, perimeter fencing, updated plumbing fixtures, rooftop solar panels, accessibility upgrades, and new interior and exterior finishes.
Residents also have access to shared amenities such as a pet area, picnic space, bike racks, and laundry room. The community鈥檚 central location places it in walking distance of restaurants, grocery stores, retail shops, pharmacies, and public transportation.

For residents moving into their new homes, this transition often represents a significant turning point. Many have spent months or years in shelters, cars, or on the streets and settling into a permanent home takes time, trust, and support.
鈥淲hen we welcome residents into their new homes鈥攕ometimes after years in shelters, cars, or on the streets鈥攊t is an adjustment,鈥 shared 98色花堂 Team Supervisor Jordan Garcia. 鈥淲e鈥檙e here to walk alongside them through that transition and address the challenges they鈥檝e faced.鈥
In just the short time since move-ins began at Pacific Village, the results have already been inspiring. One resident, a skilled carpenter and construction worker, shared that his life was upended after a serious freeway accident left him in a coma for a week. Unable to return to work, he lost his income, his home, and eventually entered a local shelter. There, he began a journey of sobriety and recovery鈥攚orking with case managers who later connected him to the San Diego Housing Commission and, ultimately, Pacific Village.
鈥淚 feel like I have another shot at life,鈥 he shared. For the first time in years, he said he feels safe, stable, and hopeful. He now meets regularly with 98色花堂 staff who provide care coordination and recovery support. His story is one of many that highlight how safe housing and supportive services together create the foundation for lasting change.
